Barely a day goes by in China without news of yet another food safety scandal. This situation is seriously affecting not only the Chinese’s sentiment of trust towards their local products but it is also disrupting the economic viability of their entire food supply chain. As a result, the Chinese newly-elected leaders are consulting extensively to reform their highly-fragmented and historically reactive food safety system.

This is an exciting and dynamic time in responding to the HIV epidemic.  The United States continues to face a very serious epidemic, with 1.1 million Americans living with HIV and roughly 50,000 people who become newly inflected each year, yet recent developments have led many to conclude that we now have the tools to greatly reduce the scope of the epidemic.  Leading policymakers have even begun talking about working toward an AIDS-free generation.

Health Warnings on Junk Food

Chile is set to become the first country in the world to introduce mandatory health warnings on food products. It remains to be seen how this labeling scheme will score under WTO law and in particular the necessity test imposed by the TBT Agreement.

The international community learned last week, on the occasion of the latest meeting of the TBT Committee, Chile’s proposed amendments to its Food Health Regulations — which would place “STOP” signs on junk food.

In the past few months we have featured a number of video presentations from our 2012 Colloquium. In this segment, the students make their own presentations during the National & Global Health Law Symposium. Please enjoy!

The O’Neill Institute Colloquium, offered annually, is an interdisciplinary course that draws from the work of scholars, policymakers, and the general health community. The course is taught and moderated by Institute-affiliated faculty, and the goal of the Colloquium is to engage leading thinkers and students in an enriching dialogue regarding critical health law issues. National and international scholars, practitioners and policymakers explore contemporary health issues with top students interested in health law and related issues from schools throughout the University. The Colloquium sessions are open to University faculty members and interested members of the public.

            Significant advances have been made and continue to be made in international tobacco control, yet more policy attention should be paid to the link between tobacco consumption and poverty. Though overall tobacco consumption is decreasing in the developed world, it is increasing in developing countries[1]. While middle and upper classes are now more protected from the effects of tobacco, lower classes remain unprotected. Tobacco control policies, with emphasis on the link between tobacco consumption and poverty, need to be designed and enforced.

The ratification of the WHO Framework Convention on Tobacco Control (FCTC) by 15 countries in Latin America has played a central role in generating momentum for strong tobacco control laws at the municipal, provincial and national levels – even in the few countries that have not yet ratified the treaty.

The tobacco industry has correspondingly stepped up two related efforts. First, it is spending substantial resources to sway lawmakers against passing effective tobacco control laws. Second, where its efforts to dilute or weaken tobacco control laws fail, it turns to the courts, often deploying the same or similar arguments based on certain purported “rights.” These “rights” relate to the advertising and marketing of its products, the “rights” of citizens to consume those products in public or occupational spaces, and the “rights” of proprietors and employers to permit such consumption. Dear Colleagues,

Welcome to the O’Neill Institute for National and Global Health Law’s blog.  The blog is meant as a forum for thoughtful dialogue on pressing issues in health law and policy.  It will also be an additional venue for us to keep in touch with our friends and colleagues on current events at the O’Neill Institute, including highlights from our robust research program, graduate degree program, fellowship program, and institute scholarship.

Launched in 2007, the O’Neill Institute at Georgetown University has blossomed into the premier academic research center for national and global health law and policy. Our research encompasses a diverse range of national and global health law topics, from health reform in the US and China, tobacco control globally and in Latin America, global infectious and non-communicable disease prevention, and global health governance. The UN Secretary General recently endorsed the founding vision of the O’Neill Institute—a Framework Convention on Global Health.
